Used by the routine at LookForGround.
One step of the loop that runs at the start of a life, in which the world scrolls past while the fuel gauge is updated. The step is done by ScrollWorld, which comes back to LookForGround while the flag at ScrollInFlag is not zero. The flag is FF while the scroll is looking for the ground, and then 03 until the loop ends.
